For a finished basement, yes. Those windows are small, but they sit at grade where cold collects, and a room used as a playroom or an office feels it by December. A cellular shade cuts the chill at the glass and needs very little depth to mount. For an unfinished basement it is not the first place we would put them.

Usually, because the screen sits on the outside track and the inside face of the frame is what we mount to. What we check is the depth from the glass to the front edge of the frame, since a shade needs room to sit fully inside without touching the sash. On a shallow frame we mount outside on the drywall above, which also hides the frame edge.

Keep the crib far enough from the window that a standing toddler cannot grab the bottom rail, since a hard pull can bring a shade down. Marks on the pleats come off with a dry sponge worked gently, because rubbing hard flattens the crease and that shows more than the mark did. Lift and lower from the centre of the rail and the fabric stays cleaner for longer.
