They will if the panels sit on top of it. Forced air from a floor register runs straight up the back of a floor-length curtain and out the top, so the room stays cold while the window gets warm. We either shorten the panels to clear the vent or set the track wide so the fabric stacks off the register. A vent deflector helps as well.

That is most of what we do here. The blind handles privacy and light while the drapery handles the look and holds a bit of warmth at night. The one thing to plan is projection. The rod has to sit far enough off the wall that the panels hang clear of the blind's headrail, which usually means a bracket with a 10 to 15 centimetre return.

About one centimetre above the floor for a clean hang. On carpet we allow a touch more, because the pile lifts the fabric anyway and a panel that drags wears through at the hem. Floors in a new build move a little in the first year, so we measure the drop at each panel position rather than assume the room is level.

They can be fixed in place, and in a room where a blind already does the work that is a common choice. Stationary panels use less fabric, since they only need to look full where they hang. Say so at the design stage though. A stationary panel is cut differently from one that has to travel across the window.
