From a track fixed into structure, never into drywall alone. We find the header or the blocking above the window, and where there is none we open a small patch and add some rather than trust an anchor. The panels themselves go up on a pole from a scaffold or a tall ladder. Cleaning later is the part people forget, so we hang them so a panel can come down without the track.

It can, and it is an old idea that has come back. A single lined panel on a track across a doorway cuts the draft between a cold mudroom and a living room, and it does something for sound between two spaces that were opened up in a renovation. Make it heavy and floor length or it looks like a temporary measure. A holdback at one side keeps it out of the way when nobody wants it drawn.

Not usually, and we fit fewer than we used to. A track fixed tight to the ceiling reads clean without anything hiding it, and a pelmet on a tall wall adds a horizontal line where you were trying to keep the eye moving up. Where one earns its place is over a cheap track you inherited, or where you want to close the top of the panels off properly for warmth on a cold wall.

They help at the surface. A lined panel closed over cold glass slows the cold air falling down the pane and pooling across the floor, which is the draft you actually feel sitting nearby. It is not insulation in any measurable sense, and a gap along the top of the track lets the air short-circuit anyway. Panels that touch the floor and run wall to wall do the most.
