Outside mounts need the bottom rail to stop at the sill so warm air still rises past the fabric. A blind that drops behind a radiator traps heat against the glass.

Ten to fifteen years is normal for the mechanism, and the fabric usually gives out first. Sun-facing rooms fade earliest, and a bright south or west window shows it after about eight years. Blackout linings can also go brittle with age. When that happens we re-fabric the existing tube, so you replace the material and keep the hardware.
