Usually better than drywall does, provided we find something solid. Behind lath and plaster there is normally wood strapping or a header over the window, and a screw into that carries a lined pair without complaint. Where the plaster is soft or hollow, we lag a mounting board into framing and hang the track off that. Toggle anchors in old plaster are a temporary answer at best.

More than most ready made panels come with, which is one of the reasons those hang badly. A pinch pleat panel carries a hook at every pleat, roughly one every fifteen centimetres across the top, and the workroom sets the pleat spacing from your finished width rather than a standard. Wider spacing gives you deeper, floppier folds; tighter spacing holds a crisper line and uses more fabric. On a two and a half metre window that is somewhere near sixteen hooks per panel.

Both are standard workroom work. A banded edge, usually a contrast strip down the leading edge or across the hem, gives a plain fabric some definition and reads as deliberate in a room with strong trim. Two fabrics joined horizontally is the other version, with the heavier cloth below and something lighter above. Keep the proportions generous rather than fussy, and settle it before the cutting starts, since a border cannot be added to a finished panel without redoing the hems.

They hold dust, yes. A lined pinch pleat panel is a large fabric surface and it collects whatever is in the air, which in a house with forced air and old ducts is a fair amount. Vacuuming the panels with a brush head twice a year handles most of it. If somebody in the house has real allergies, a flat panel in a tight weave sheds dust better than a heavily textured one.
