Over it, no. Around it, yes. A roller needs a clear drop and a unit sitting in the sash blocks the bottom half of the opening. What works is mounting the blind above the window on the wall and running it down to the top of the unit, covering the glass that is left. Come autumn, once the unit is out, the same blind drops all the way to the sill.

Polyester and vinyl both go through a Canadian winter without cracking, though a cold blind rolls stiffly for the first few turns and it is worth being gentle with the chain until it loosens. What we would not do is leave a blind down against the glass in a room that is closed up and damp, because anything that condenses on the fabric has nowhere to dry.
