Usually not, and we would rather talk you out of it than sell you six more blinds. Transoms sit high enough that nobody sees in through them, and the light they throw lands on the ceiling instead of in your eyes. Cover them and you lose the height the room was designed around. The exception is a west facing transom that puts a bar of sun across a television, and that one gets a blind of its own on a slim bracket.

Work off the floor and the window frames rather than the walls, because those are the two things that are not changing. A fabric picked against oak flooring and a white vinyl frame will still sit right when the walls go greige next spring. They can, and how you work them is the question rather than whether they fit. A pole with a hook on the chain will reach a blind whose head is four metres or so up, which covers most of these rooms if you do not mind fetching the pole. Above that, or in a household where nobody will bother, a motor is the honest answer. Plenty of people cover the lower windows only and leave the upper glass permanently clear.
