Does the headrail have to be white when the builder trim is dark?

No, and on dark trim it is worth changing. Headrails come in a few standard finishes, usually white, off white and a bronze or dark grey, and the valance that clips over the front can be wrapped in the vane fabric instead. Against a dark stained casing a white rail draws the eye straight to the hardware. Order the rail in the darker finish and the whole top of the door quietens down. It costs almost nothing at the time and cannot be changed afterwards.

Wand or chain to operate them?

Wand, in a family house. It is a solid rod you twist to tilt and push to draw, with nothing hanging and nothing to anchor. A chain is easier on a very wide track where the pull is heavy, and it has to be anchored taut with a clip fixed to the wall. On a standard patio door the wand is simpler to live with and safer around small children.

The vanes stick together every winter in our Taunton house. Why does that happen?

Dry air and static. Forced air heat pulls indoor humidity down through January, PVC picks up a charge, and the vanes cling to each other as they close. Getting the house nearer 35 percent humidity fixes most of it and helps your woodwork too. A wipe with a slightly damp cloth discharges them for a while. Fabric vanes cling noticeably less if you are still choosing.

The look-out windows in our Taunton basement are short and wide. Do verticals suit those?

They can, and it comes down to whether you want the glass clear or covered. Vanes on a short wide window stack into a bundle at one end that looks proportionally fat, since the vane count follows the width. Some people are fine with that in a basement. Where the room is finished properly, a roller or a cellular shade sits flatter and gives the wall back. On an unfinished basement, verticals are cheap and easy to work around.
