It does, if you close it before the sun arrives rather than after. A lined panel over a blind stops radiant heat at the window and keeps it from loading up the room through the afternoon. Close it at two and the room stays workable at six. A pale lining reflects better than a dark one. The cost is obvious: you give up the view for those hours.
